BeiDou White Paper

The Chinese government has released a White Paper on the development of its BeiDou Navigation Satellite System (BDS).

The State Council Information Office of the People's Republic of China published the white paper 'China's BeiDou Navigation Satellite System' on 16 June.

The Paper includes:
- Goals and Principles of Development
- Development of the BDS
- Reliable and Safe Satellite Navigation Services
- BDS Application and Industrial Development
- International Cooperation and Exchanges

It stresses that China upholds the principles of 'independence, openness, compatibility and gradualness' in the construction and development of BDS, leading to a full GNSS - compatible with all other GNSS - by 2020.

It also explains that, in the meantime, the current open service signals cover an area extending from 55º N to 55º S and 55º E to 180º E - with positioning accuracy of <10 m, velocity to <0.2 m/s and timing to <50 ns.
